Have you considered making it a balance check? While it is possibly one of the most useless skills (in my opinion), it seems to suit your situation quite well.

Did you take into account when calculating this that the normal rules have you casting at your fullest caster level allowed by the spell? This might change this significantly. This might fall short, though, when you consider the difference between a damage-dealing spell and a static cost spell.

What if the enemy spellcaster in question casts Animate Dead in the middle of combat on already prepared corpses? This has pre-combat preparation, but is casted during combat. I could really see someone wheeling around a cart of prepared corpses and just casting Animate Dead as an in-combat spell when his start dying.

Tolkien's dwarves are actually based on Medieval Jews, and based much of their story on the return to Israel. This reflects both positively (good craftsmen), negatively (separate from the rest of the world, love of money) and neutrally (language, appearance).
