In my experience, this is a problem in published modules in general. In trying to anticipate creative player actions, they generally have to limit the impact of outcomes. Have you considered trying to model the narrative structure of comics instead of the physics? Games like With Great Power, Truth and Justice, Marvel Heroic Roleplaying, and even Fate Core are intended to model the ebb and flow of success in the supers genre and thus avoid some of the illusionist problems you're describing.
