I think it's the fact that it's 2 attacks that threw me. The second being an OA, you can't take it immediately (So they can't both "repeat" as part of the sustaining action) and this got me to thinking that in this case the Sustain was more of a recharge/reset that allowed you to use the daily power and daily OA again, but I think you are right.

You youngsters! Back in my day we had to rest and study for a month per level before we could level up--and couldn't gain any more xp until we'd finished! And we were happy to have that!

I don't think it's the same as Yogo's answer--the key difference being that you shouldn't confront the DM, you should leave or choose a new DM. This DM is obviously interested in setting up turn-based combat challenges concentrating on strategy--it's a valid choice, but many players don't really want to play that way when they sit down to a P&P game.

If you try a few game stores around you some are still running "Encounters Groups". These are free and open to all (although they may ask you to let them know if you will be there). It's not optimal, but it might give you and idea of how it can be played (At least 4th edition D&D, which is much more tactical and less RPGish than any of the others)

@Adraino Perhaps ExTSR's explanation of this is better--simply that it's gone from "Anything not forbidden is permitted" to "Anything not permitted is forbidden" making much less choice for the DM. I wasn't saying it was bad or good or that the DM shouldn't override rules, I was just saying it was a different approach.

@Adraino What I mean is that the rules are so well specified that the DM CAN BE as restrained as the players and that makes it easier for the DM. It doesn't mean you have to or should play like that, it just means that the rules specify much more detail than in other RPGs I've played, to the point where if the DM wants to constrain himself to the rules as written, he can go all out with a monster and still not kill the characters. In other editions there is always a lot of "Well, it looks to me like you have cover" and "I don't think ou can hit him because of the angle"--none of that in 4th.

I think what you are saying is that it's not possible for a free action to go between an action and another action that triggers it. I mostly agree with this but can't free actions be used anywhere? I'm not even sure that there is wording that says that a free action can't happen during another action. However I tend to think you are right.

@GWLlosa Partial Concealment--Hidden Sniper. Which means I'm almost certainly wrong about it stacking with Wilderness Skirmisher--Hmph. Also makes it much harder to get in daylight--inside it shouldn't be too hard because it's usually dim light.

That's an interesting approach, but it seems like it would be brutal on the DM. If you have 5 monsters and 5 players, the monsters will still all be calculated in serial... It might be interested to see how this works with a DM assistant that could do some of the attacking. Also, how do you work moving, does everyone move minis at once, or do you just do abstract short/mid/long range combat and forgo tactical (which would make this tough to implement in 4e)

I was thinking that. Given the right circumstances, a single mage could take on pretty much an infinite number of very high-level minions using a guaranteed hit attack. A few that come to mind available to first level mages would be flaming sphere and wall of daggers, either can make a narrow hallway impassible to minions and the flaming sphere can be maintained from an angle such that most (all?) minions could never get an attack in without taking the damage--the minor sustain means it wouldn't even limit his ability to respond to non-minions.

Great answer. I would add Keywords. The first edition did not rely on keywords at all. When moving to 4e pay attention to keywords, they convey a lot more information than just reading would intuitively provide--they use it to pack a lot of information into a small space.

This seems really wrong, especially in the context of 4E. You absolutely cannot assign features to monsters through an informational check, it simply finds out info about monsters. In fact, you'd have to roll pretty well just to find out that a monster has an existing lightning vulnerability.
