Despite the mechanical difficulties of converting everyone's stats, I think this is a great concept for an Urban Arcana campaign: a fish out of water tale reminiscent of Enchanted or that movie with Jean Reno (Just Visiting) ... keep in mind the adage that "any sufficiently advanced technology is indistinguishable from magic"

The gritty, low magic rules of Grim Tales aren't really suited to the gonzo, drow-with-uzis-riding-motorbikes style of Urban Arcana. However, I agree that Grim Tales would be a great alternative for a contemporary fantasy campaign that was more noir than bizarre.

I think you mean attack bonus, not BAB. Your attack bonus with a melee weapon is: Base attack bonus + Strength modifier + size modifier

@jaye1234 the guns that they tested were all supersonic (> 1,126 ft/s muzzle velocity), which is probably why the bullets disintegrated on impact with the surface of the water. At that speed, treating it as a brick wall is not at all unrealistic!

@blueberryfields I agree that nonmagical displacement (50% miss chance) would be a much better mechanic than total cover, in this situation. In 3.5, ranged weapons are -2 to hit for each 5ft of water the ammunition passes through

@mxyzplk You only have line of effect to the parts of the person that are above water. Essentially, the surface of the water is treated as a "solid barrier" in these circumstances. That is why they have a cover bonus to AC when they are partially submerged.
