@Chad you should make that an answer! Holy XP Penalty batman, even if it doesn't make a particular player afraid it should motivate the players to give enough peer pressure to the one who insists on blindly charging into combat

This will probably take some work but I like this. My only question is, if they are all angels don't they already have basically the same powers? So to make it even more impressive, I'd give them each a special ability that most other angels don't have. Then when they fall the other angels get it too. Drop the PCs a hint that this is happening and not all angels have the same powers; maybe to use the power of their fallen brother/sister they have to say their name (in celestial)?

I think Antimony has it right. But Ben-Jamin did state it considers all the variables. And in a low-magic campaign I can see this working. Although as Ben also said, running into a flying enemy will make it more difficult. & @KRyan mentioned, why would the enemy focus on the minimal threat (monk) over the cleric/wizard?

Zach, while I'm inclined to agree with you this doesn't answer @KRyan point. Why would an intelligent enemy continue attacking the monk who isn't hurting him (regardless of the fact that the enemy can't hit him back)? As the enemy I would focus on Wizard or Cleric. just MHO. (that said I actually like the feat if properly used)

@KRyan, where do you get that VOP Clerics can't have a holy symbol? My impression was they could have a mundane wooden one, but no silver ones and obviously no magical ones.

You could always "wish" them to be resurected, but any mortal magic could easily be undone by their goddess if she wants to (if this is the case there would be no answer; maybe they are just that important to the DM's story)

My Question is, how are they resurecting undead creatures? Undead creatures can't be resurected...true res will bring them back to life (as in normal life, losing their undead template)..are they coming back to life and then automatically being killed by a vampire again?
