Also I realize the general attitude of the section is "do what you want with crafting magic items, here are some options." I could if I want make being a spell caster a requirement. Just like I could ignore the level requirement. But want to make sure I didn't miss something like the verbiage in the PHB where you need proficiency in a Herbalist Kit to make a Healing Potions for 25 gp.

From what I read the formula requirement is an option that a DM could require. It is included with other recommendations for specific components, etc. However I don't see the wording that require a spell caster only that the character need to be 3rd level. So if you could quote or tell me where it say that specifically (for example page 128, second column, third paragraph, etc) I would appreciate it.

Yes you need to be more specific about where the fear is coming from. AD&D doesn't have a system of defined terms like later editions. Any ruling on fear effects has to be based on the text of what generating the fear.

@Lexible while the rules technically allow a whip to push. I would not allow any shift in position away from the wielder of the whip as this doesn't make sense given how the weapons works. I would allows movement to the sides or towards the wielder as that does make sense. My guess that many referees would rule the same ways so be prepared for yours to do so as well.
