I'm a web developer currently living in Santiago, Chile. I'm always trying to improve my skills. I earn my daily bread on PHP / (My|PostGre)SQL / JavaScript development, working with CakePHP, PrototypeJS, Script.aculo.us and jQuery, but I'm also experimenting with Django. I'm interested in many areas of programming and in learning new programming languages.

If by "force the DM to run..." you mean "using a gun to make the DM to run...", that's illegal, but possible. If you mean "cajole and bully and guilt-trip the DM to run..." that's also possible. Ditto for forcing players. I don't get why you think no one can force people to do something. This part-time DM is in fact, right now, forcing at least one person, or we wouldn't have this question.

I would, but there's an example in the corebook, in the "sample session" section, that has a player use effort even when it would be unnecessary, and the GM doesn't tell her anything.

I keep thinking "why bother with alignment if it won't mean anything?" The players chose conflicting alignments, and the GM made it meaningful.
