First it's a rule zero that can be more-or-less assumed, so people coming to this site would typically want RAW answers to inform their conversations (as DM or player). Second it's not actually a universal rule -- official play campaigns are pretty strict on 'no homebrew content' and therefore the DM's authority is rather limited in them. | |
