If it was saying that, it would have had an extra “and” before “a reaction”; the fact that there is no comma is offset by the fact that the separation between clauses is signaled by the location of the coordinating conjunction (“and”). Please don't add Oxford commas to sentences that are grammatically fine; it's just as bad as changing “realise” to “realize” and saying it's to correct spelling. | |

PHB 190 "Other Activity on Your Turn", "You can also interact with one object or feature of the environment for free, during either your move or your action." For example if you decide to spend your action drinking a potion as part of that action you can also retrieve the potion from your backpack. | |
