Trying to think of NPC concepts and when doing so, came across a question, although first I'll provide some quick context to hopefully make my issue clear:
These NPCs are a mother and daughter family unit, with the mother being a Tremere vampire and the daughter being an adopted "human" child.
The story that the mother is going with, is that her kid was adopted with the idea of trying to find out if raising potential candidates for the Pyramid is more effective than what was currently going on - that if they're trained up to be a perfect candidate from near birth, then they can circumvent the high mortality rate of neonates that the clan had. Her arguing, that this would ultimately be more efficient and less of a potential waste of resources than putting so much time into someone who could not handle life with the clan.
Her lying too, that the kid doesn't know the reason for the resultant horrible childhood/training being related to the masquerade and vampires.
All of these excuses being to conceal the actual reason for the adoption, which was the mother's fascination with shapechangers - and wondering if some could potentially be improved and adapted to take on a loyal gargoyle-like role for the Tremere and help them (her) gain even more power: the child actually being the first subject of this line of enquiry as the actual daughter of a lone homid shapechanger, acquired via the human parent being dominated into thinking they'd accidentally killed their baby (and phoning to "confess" about this death to the other parent who had been forced to leave town prior) while the vampire absconded with her.
This real motive here, which for obvious reasons she does not want widely known about yet while this is all still a work-in-progress (still trying to figure out a way to even guarantee a First Change) that will definitely be disapproved of, being a considered potential plot hook/secret PCs could uncover.
But, my question is, for this plot to work: would the cover story even fly here? As at all acceptable by vampiric society?
Or would this simply be deemed as too much of a masquerade risk by other vampires and, by law, the child have to be killed for that very early on?
Disclaimer: I am well aware this is definitely going to end up going badly some point, it only being a matter of exactly how/when. I'm just trying to figure out if laws-wise, it would have been shut down by other vampires, long before a potential campaign would take place (baby adopted in 2005 and campaign in around 2019).
