The video I linked wants HW to be a 3rd level spell, which I consider excessive. Indeed, opinions on the matter vary. But if you consider the RAW the baseline for balance, the proposed change unbalances things in a substantial manner. Whether that imbalance is a problem is a table to table issue with regards to how that table feels about whack a mole style play and the inherent strength of HW.

Specifically, you call Healing Word "the strongest spell in the game", so wouldn't nerfing it bring it more in line with other spells? Similarly, there seems to be a consensus that the encounter balancing guidelines tend to err on the side of "too easy", so wouldn't this change also shift them towards better balance?
