As mentioned, spells that involve attacks (whether spell attacks or weapon attacks) do not inherently use the Attack action; you generally need to take the Cast a Spell action to cast the spell in the first place. If a spell creates a weapon, as shadow blade does, then you can use the resulting weapon with the Attack action, but you still need to cast the spell in the first place - which you do using Cast a Spell, not the Attack action.
