Per "Making an Attack", you choose a target as the step 1 of each attack; you don't have to choose the target of your second attack until after the first attack is fully resolved (I don't think being a spell changes that). Regardless, Repelling Blast only activates "When you hit a creature with eldritch blast", so you don't need to decide whether to use it on an attack until it hits. | |
