The risk of becoming shaken (and/or losing precious bennies) with three bolts is quite high (even for Heroic magic-users with the Wizard edge). As a matter of fact, it is much more likely that your wizard will become shaken than that she will not need to pay power points because of those 3 bolts (3 times for Spellcasting d12, 10 times for Spellcasting d10).

All I can say is that in the two Savage World Campaigns I have refereed and one I have played in it has seamed like that to us. What was also noticeable was that the pure fighter types over powered the Wizards in the end, as they had access to Magic Sword etc that improved their damage which the Wizard did not. So I am lead to think that once the Wizard does three bolts with impunity then the fighters should have magic weapons.

Jun 26, 2013 at 9:23 comment added sergut True, but that does not make wizards overpowered (which was your original question) because most powers cost several power points and because of all the other weaknesses of wizards pointed above, including the danger of self-harm. On the one hand, a wizard using only one small bolt per turn is not much better than a weak archer and does not "overwhelm the fighter types" that deal 2d8, 2d10 or more per attack; on the other hand, a wizard using several small bolts per turn, big bolts, confusions, blasts, etc, will run out of power points quickly (and risk shaking themselves).

ROF 3 weapons have the same problem. The point is that with the Wizard Edge you get to keep your MP on a raise. There is no other Edge that this happens.
