Easy solution, strongly-suggested houserule. But even if you argue that the text of the spell are also “effects,” the lack of an Effect entry still makes the spell as a whole not an “effect spell” as dispel magic requires. | |

The spell is cast on the rope, but the Dimensional Window is an interface existing on both planes which is the manifestation of the spell. | |
