(AT) KRyan Regeneration lists toes so it's clearly the 'correct' spell for the job. Tongues are small though, a sympathetic DM could allow Heal to also work.

I feel this is adequately stated in the text. Depending on their level, they may have to pick a suboptimal solution, and then it becomes worthwhile to know what those are.
