The question you linked is about recovering HD on a long rest, not about expending HD in a healing surge. Just because there is an exception of "minimum 1" for one rule does not mean there is necessarily such an exception for other rules. | |

(It should, as those L1s are the ones who are going to get the most "bang" for it!) | |
