They are usually published by the creators of the particular system/setting, and are official pre-made storylines/campaigns that include detailed descriptions of all relevant places, encounters, characters, etc. They can be especially useful for groups that are new to the given system/setting.

Where can I find the Heroes of Rokugan 1 modules?
I don't know of any place online where to find HOR 1 scenarios.
However there are at least 2 sites that have the HOR 2 scenarios :
