House Rule: Ask your DM for more skill points.
Ask your DM if increasing Intelligence will grant retroactive skill points (the way that Constitution grants retroactive hit points.) If he allows that, then that would give you a lot more skill points to put into Use Magic Device.

Consume Identity: after eating a victim's brain you can assume that victim's memories, abilities, and alignment with 100% accuracy, but you cannot assume divine casting above 2nd, paladin's abilities, and other powers granted by deities.
But, you would still have the divine spell-casting ability, doesn't matter if it is only up to 2nd level; which would satisfy spell trigger components.
Find a victim of the spell you wish to cast. Eat his/her brain. Cast your spell. You could even cast True Resurrection afterward if you feel bad for your victim.
**Have a familiar that can cast for you.**
I am assuming any wizard can trust its familiar. Ravens, for example, being able to speak a language can activate the spell trigger on items. Put some of its cross class skills into Use Magic Device and start handing it scrolls. You can use items to pump your familiars skill check up significantly prior to making the rolls to help out with its lack of skill ranks.
