House Rule(Caution: Ask your DM for more skill pointsSuper Evil Action) Shapechange into a Greater Doppelganger1.

Ask your DM if increasing Intelligence will grant retroactive skill points (the way that Constitution grants retroactive hit points.) If he allows that, then that would give you a lot more skill points to put into Use Magic Device.

**[Shapechange][4] into a Greater Doppelganger1.**

Consume Identity (Su): A greater doppelganger who eats the brain of a Medium-size or smaller humanoid victim absorbs the mind, memories, and personality of that victim. After consuming a victim’s identity, the greater doppelganger can assume the victim’s form with 100% accuracy and possess the victim’s memories, abilities, and alignment. The only exceptions are cleric spells of 2nd level or greater, a paladin’s special abilities, and other powers that are granted by the deities.

But, you would still have the divine spell-casting ability, doesn't matter if it is only up to 2nd level; which would satisfy spell trigger components.

Find a victim of the spell you wish to cast. Eat his/her brain. Cast your spell. You could even cast True Resurrection afterward if you feel bad for your victim.

**Have a familiar that can cast for you.**

I am assuming any wizard can trust its familiar. Ravens, for example, being able to speak a language can activate the spell trigger on items. Put some of its cross class skills into Use Magic Device and start handing it scrolls. You can use items to pump your familiars skill check up significantly prior to making the rolls to help out with its lack of skill ranks.

**[Shapechange][4] into a creature that has the spell you want to castGreater Doppelganger.**

If you want to cast X, then shape-changing intoConsume Identity: after eating a creaturevictim's brain you can assume that can cast X would be a worry free option. Many outsidersvictim's memories, for exampleabilities, have plenty ofand alignment with 100% accuracy, but you cannot assume divine spells at their disposal. Just flip through the pages of various bookscasting above 2nd, paladin's abilities, and keep a list of what monsters can cast whatother powers granted by deities.

  1. Solars cast spells as 20th level clerics - which includes Miracle. And like Wish, Miracle can duplicate spells. A Solar's spellcasting is a natural ability - there is no reason you wouldn't get it with Shapechange.
